One hardly need be a
grandmaster to discern
many worries in this
position. AIDS may be
under control. Infant
mortality is lower than it
was. The government is
spending more than it
collects in revenues.
Exports are less than
imports. Inflation is
higher than one would
like. So are poverty and  
unemployment. The
national external debt
exceeds foreign currency
reserves.
But there is a bright spot,
so as to speak - Uruguay
exports electrical power.
Prior
Uruguay currently generates about 5/8 of its electrical power from dams. That's good, but there
really isn't anywhere else to build another large dam. Nuclear power is slow to build and
expensive. Uruguay should not plan to buy more imported oil. In fact, it should buy less. What
Uruguay should do is start a national solar power program to raise employment and lower
electricity costs.  A smart distribution grid would mean that virtually anyone could sell surplus
power or donate it to a local school to enable more teachers and computers to be deployed.
