      In NCLB the stated goal is  
proficiency in four subject 
areas sufficient to obtain a 
high school diploma. That 
means someone somewhere 
believes a D+ average and not 
dropping out will equip a child 
to contribute to his or her 
community for the next forty 
years of the 21st century. We 
are assuming America will 
retain some presence on the 
A-list of relevant countries. 
There is an equally quaint 
belief that annual testing is 
sufficient to measure progress 
and to intercept possible 
failures. ELAND is really 
designed for at least eight 
subjects and weekly, or at 
worst monthly, assessments.
