Our California prisons and
jails are in serious disarray.
As it is very expensive to
imprison someone, and only
slightly less costly to have
them on parole or
probation, we wondered
what percentage of inmates,
convicts, parolees and
people on probation were
disabled. No, we are not
expecting a lot of successful
paraplegic bank robbers.
We meant how many of
those involved with the
judicial system can read,
write and use numbers.
