Suppose Los Angeles is slammed by an 8.2 earthquake, with or without tsunami waves, OR some
knucklehead unleashes a bio-weapon or atomic bomb, OR  detonates an LNG cargo at Long beach
(liquid natural gas - either the ship or the terminal will do) OR there is a good old-fashioned
pandemic racing north from San Diego.  Who will respond when California calls for help?
Suppose after discounting
students who will not
eventually practice
medicine California could
keep all 1300 doctors its  
schools produce each year.
This is less than ONE-FIFTH
of what California needs just
to replace doctors leaving
practice, let alone increase
coverage. That situation
represents a clear and
present danger, as we say in
statistics.
