The red bars are definitely errors
and the yellow bars are likely mistakes as well. We would be struggling
in vain to find a national population that ever acted like this. In a
sense, population does not have to be precise as when dividing many
other measures by it usually an error (in the case of Morocco of
200,000 people) will not dramatically effect results. On the other hand, if a
government cannot or will not count people accurately it decreases
credibility of other figures, and allows critics to assert the
government does not care.
