Unless the 2010 census changes things, Los Angeles County is represented by 18
(eighteen) members of Congress. Determining who exactly is responsible for a given
school is not for the faint of heart. In contrast, all schools in Alaska, American Samoa,  
Delaware, the District of Columbia, Guam, Montana, North Dakota, the Northern
Mariana Islands,  Puerto Rico, South Dakota, Vermont, the US Virgin Islands and
Wyoming are each the concern of a single representative.

There are

in the district
as well as a
small portion
of Sacramento
County. The
zero (0) APIs
are either the
school was too
small or did
not report or
we couldn't
find the score.
Note that the real average API is much lower because we have not included continuing and
alternative education schools. We hate to disappoint advocates of charter schools, but statistically in
this district their scores are not significantly different from public schools. Compared to a more
urban area, there are proportionately fewer students in this Congressional district attending private
or religious schools. If we combine all the neurotypical API scores for all schools we achieve a rather
dismal average average of 620 - far from the minimum 800. This 620 is a mostly meaningless number -
it is mathematical malpractice to assert that one number can represent 100,000 humans.

The rule of thumb in scenarios when resources are limited is usually to concentrate on low-scoring
schools with lots of students. That is certain to fail in this situation, as it did with the early 1940
North Atlantic convoy strategy. What worked against U-boats was not to slow down to the speed of the
slowest merchant ship, but rather to relentlessly attack the submarines. Sugar candy, indeed.
