Currently, Venezuela cannot afford to build a modern rail network, and the cost could not be justified without a Pacific Ocean connection. Colombia would have to make two choices - (1) whether to build a state of the art multi-modal port at Buenventura or further south at Tumaco and (2) whether the main line should follow the coast (yellow on the maps) or go east through the Andes before turning north.
