The best thing is never to have a BIG earthquake. That's not a possibility for Venezuela. The next best thing is to practice BEFORE the earthquake so everyone knows what is expected and there is no panic and no time is wasted. If an earthquake smashed Caracas tomorrow we would have no way of knowing who was dead, injured, safe or missing. That is not an acceptable condition in the 21st century for Venezuela. Or for anyone else.
