Per Capita Government Expenses
This means the government of Venezuela spends 20% more than it receives as revenues. In just 2011 this amounted to almost 18 billion US dollars - one of the worst results on Planet Earth. Sometimes countries are unfortunate - there are wars, epidemics or geological disasters. None of those for Venezuela. Yet.
