The PRI, the ruling political party in Mexico for many years, was widely blamed
for inferior and even corrupt building code enforcement, especially when it came
to the terrible damage suffered by certain housing complexes and major
hospitals. We would not argue that perceptions of poor management of the
disaster recovery doomed the PRI. Unfortunately, today the population of the
still-vulnerable Mexico City metropolitan area is well on its way toward forty
million.
