Ironically, submarines are safer
on the surface in deep water as
the tsunami will pass harmlessly
underneath. According to our
simulations submarines in port
have a slightly better chance of
survival than surface ships.  Of
primary importance to the
admiral are transports, ships
with communications facilities,
the ability to rescue other ships,
and helicopter support facilities.
Of course, everyone's morale
would be improved were the
corvettes to be clearly visible
flying the flag as opposed to
damaged on the beach, sunk in
the harbor so as to block access
to docks, or flotsam drifting
around.  We assume the admiral
would commandeer all
non-Navy tugboats and fireboats.
We note in passing that one need not have the analytical acuity of chess
grandmaster Boris Gelfand to realize that since it took 31 years to find the
Israeli submarine Dakar equipping civilian boats with beacons would be wise.
