For Investors - summary statistics for a phased build-out starting in Northern California 
Generally, where one starts a buildout (Concord in Contra Costa County) is arbitrary - the default in
SAITO is to use the most populous city in a selected state. While there are public school districts in the
United States where students routinely travel to school in another county or another state the laws are
fairly complicated and SAITO does not take into account schools in other states when calculating. 
In an unphased national plan (all 51 US states) for California SAITO calculates 100 schools in 22 counties
(out of 58) and in 75 cities.  
There is no particular restriction in the phased plan which phase a city is included in and planners are free to
add or subtract cities. For example, a planner might be motivated by tearful parents to plan a buildout for Eureka
(population 27,191 although the Greater Eureka area has a population of 45,034) in the extreme northwest corner
of the state. Eureka is somewhat geographically isolated - it is about 100 miles to Crescent City, Yreka, Weed and
Redding.
For the phased plan with a start in Concord there are the following statistics
Phase 1 - one city; one county (Contra Costa)
Phase 2 - three cities; the same county
Phase 3 - twelve cities; six counties (Alameda, Placer, Sacramento, San Joaquin, Solano, Sonoma)
Phase 4 - seven cities; four counties (Monterey, San Francisco, San Mateo, Santa Clara)
Phase 5 - fifteen cities; eleven counties (Alameda, Butte, Fresno, Merced, Napa, Sacramento, San Joaquin, Santa Clara, Stanislaus, Tulare)
Phase 6 - sixteen cities; eight counties (Kern, Los Angeles, Orange,  Riverside, San Bernardino, San Diego, Santa Barbara,
Ventura)
Phase 7 - sixteen cities; six counties (Los Angeles, Orange,  Riverside, San Bernardino, San Diego,Ventura)

in the 7 phases a total of 70 cities in 25 counties - locations in Butte, Merced and Napa counties are prioritized higher
than the calculated results in the national plan
