There is no national standard for
gifted. As working statisticians,
we despise discrete, let alone
binary, variables. We'd prefer a
continuous variable - say a range
of 1 to 100. We note in passing
that the 0% for our national
capital is NOT intended as a
criticism of DC schools or the
offspring of government
workers. The District did not
report scores.
