We begin with goals - always a good place to start. The American Federal legislation known as No Child Left Behind introduced required annual statistical reporting of academic achievements for high schools and primary schools. The goals were to increase the number of students finishing high school with at least a D average and to improve American performance on standardized tests such as ACTs and SATs. We are unable to demonstrate any intrinsic economic value for a high school diploma in the 21st century. |
