We are professionally all in
favor exploring alternative
methods of education.
Accordingly, we have few
problems with charter schools.
Unfortunately, one effect of
NCLB's obsession with
school-level results is the
promotion of re-grouping. This
takes at least two forms:
students in danger of dropping
out are transferred from
public schools to something
like the county office of
education. They still have the
same classes and teachers. The
dropout count shifts from the
school to the county. The
second form is a charter school
recruits A and B students and
gets a high API. The donating
public school sees its scores
decline. Were one measuring
instead how each student (yes,
100% testing; no excuses) did
what can be observed is
progress in learning and
teaching as opposed to skillful
sampling.
