There are many arguments and cautions when it comes to comparing SAT scores among states. It would
certainly be fair to say that California in general scores poorly. We would expect year over year to see
about half of seniors to take the tests with scores close to the national averages. So there are several
problems to solve simultaneously: (1) bad scores (2) not detailed enough data [and available too slowly]
(3) no money and (4) scalability - the solution must work as well for Alpine County as it does for Los
Angeles County - and everything in between. To make matters more complex, time is certainly not
California's friend. Just like in 1850, when secession would have been easier for the Confederacy, there
was a great deal more tactical freedom several years ago. And, since California is in dire financial
straits, it is almost certainly the case that any solution involving Federal money would have to be
applicable from Nome to Miami.
