Perhaps in the 19th
century it was
sufficient for a society
to educate the bulk of
its citizens enough for
them to claim a high
school diploma. Sudan
and California both
need teachers, doctors,
engineers and skilled
political leaders. We'd
guess there are 500
species of trees in
California and perhaps
20 million trees. Sudan
has slightly more tree
species and at least
2700 species of other
plants. In neither
location do doctors
grow on any of them.
Worse than that,
doctors are slow to
produce. Worst of all,
few nations choose to
permanently export
doctors in appreciable
numbers.
Despite looking at a lot of Sudanese websites in English and Arabic, we found it very difficult to determine how many students are enrolled or are graduating from colleges and universities in Sudan. In neither Sudan nor California could we determine what majors students graduate with; Graduate Record Exam, MedCats, LSATs, GBSATs (or equivalent) standardized test scores; percent of graduates getting advanced degrees; or percent of graduates fully employed.
Advantage: California. But not by much.

How many doctors can be produced is one critical measure of an education
infrastructure. To produce a doctor one needs teachers all through primary
and secondary school, college and medical school as well as teaching
doctors and hospitals. Depending on how sophisticated and universal
nation wants to get in its delivery of treatments, assistive medical
technology can get very expensive. California has five University of
California medical schools plus Loma Linda, Stanford and Southern
California and two osteopathic schools (Touro and Western) that combined
produce less than 4500 medical doctors and 1100 osteopaths per year. We
cannot determine how many California college graduates go to medical
schools out of state. One consequence of limited production is that
California imports doctors.
